This is likely the most comprehensive listing of stock images sites on the Web. Almost all images fall under the Creative Commons License CCO, which means that these images are not only completely free, but you are allowed to copy, modify, distribute or even perform the work for both private and commercial use, without asking for permission.
The artist of photographs who include their work used for the CCO licence has dedicated the work to the public domain by waiving all of his or her rights to the work worldwide under copyright law. Only one restriction applies, that identifiable people may never appear in a bad light or in a way they may find offensive. And it is still a courtesy gesture mentioning the name of the photographer wherever possible.
